Refugee Class Immigration
This is a special category for those applicants, whose situation is unique and warrants approval for immigration on humanitarian and compassionate considerations. H&C applications are reviewed on a case-by-case basis, where the officer can make a discretionary decision, allowing an exemption from the requirements to fit the eligibility criteria under the Immigration Act and Regulations. Basically, this program is for those, who are not eligible to apply under any other immigration category. These applicants may be inadmissible to Canada or they may experience unusual and undeserved hardship to apply for immigration outside of Canada.

NOTE:
Canada has passed new immigration laws to crack down on the heinous crime of human smuggling. Human smuggling is a serious criminal offence that endangers human lives and benefits criminal organizations.
CIC Canada has made it easier to prosecute human smugglers and have imposed minimum sentences and fines for those convicted. People who arrive in Canada via a designated irregular arrival (e.g., human smuggling event) will be detained so that authorities can determine their identities and whether they pose any danger to the Canadian public. We will only entertain inquiries from the clients who are referred by United Nations High Commissioner for Refugees (UNHCR), other referral organizations and private sponsorship groups.
